Beth,

You stated better than me what I meant. I know a teacher or two who has quit because of the number of parents who threatened them or the school when their children were caught cheating or otherwise misbehaving. It used to be the kid was in trouble when he got caught, now the teacher is.

I would venture to say that shame has a part in all this.
