These creepy guys reveal a little about themselves only because it leaks out accidentally. I think that his inappropriate comments are just the tip of the iceberg. The police might not be bothered, however, a call to them saying that you are aware of his record and you see him acting in strange ways may not result in a concrete action by the cops but they will be made aware. If anything else happens and who knows to who, then this starts to build a picture.
I says this because I reported a guy who was creepy. He came to get my overdue videos and insisted on coming into the house and barged in and started to look through my things. He told me a nice woman like me should not be single and he wished he could marry someone like me. He was already in the house and I was really scared and in my nightie.
I got him out by speaking in a voice like Hitler's sister. I called the police and they were aware of who he was but would not tell me anything, of course. They said , Keep away from him. I was glad I called the police. They need to know if these guys are escalating their weird behaviour.
