Click on the "help" icon.  Near the top of the help page are the categories:  Introduction • Registering • Logging In • Profile • Posting • Personal Message • Searching 

Click on these categories to learn about the features.  (Some features are only available to registered members, however.)

specifically what i thought might be helpful was specically what changes in features
in the new forum vesus the old forum, if such are clearly given someplace?

Sorry, I don't know of a chart/list comparing features.  You could google phpbb vs. smf and read what people have to say about the two forum packages--or go to the respective web sites and read the descriptions of features.  Or you could look at a phpbb forum (there's one on the phpbb web site) and see what's different.
